De 26ste editie van het Internationale Cor Groenewegen Toernooi zit er alweer op. We hopen dat u net zo genoten heeft van de vele talenten die de velden in Uitgeest bevolkten als wij. Met het Braziliaanse Atletico Mineiro als eerste Zuid Amerikaase winnaar in de geschiedenis kijken we alweer vooruit richting de 27ste editie eind mei 2012. De teams zullen spelen met spelers die geboren zijn in of na 1992, zonder dispensatie spelers.
TOURNAMENT RULES 2009
General
1) All matches shall be played according to the Tournament Rules as described herein and otherwise to the rules of the FIFA/UEFA/ KNVB. All matches shall be refereed by a KNVB referee, assisted by KNVB assistant referees.
2) In the event of any disputes, final and binding rules will be made by the Tournament Committee.
3) It is common practice to exchange pennants before each match.
Eligibility of Players
4 a) FC Uitgeest players born after 1st January 1988 are eligible to play. FC Uitgeest can have dispensation for 3 players per match born after 1st January 1987.
4 b) For national teams, players have to be born 1989 or later
4 c) For the other teams, only players born after 1st January 1990 are eligible to play. Each team can have dispensation for 3 players per match born after 1st January 1989.
5) Documentary proof of each player’s age shall be required and must be available. Documentation shall be provided to the tournament secretary upon request.
Tournament System
The 2009 tournament will be played by 12 teams.
In the first round, the teams will be divided in 2 groups of 6 teams each.
In the second round, the numbers 3 till 6 of a group will play1 match against the corresponding numbers of the other group. The numbers 1 of a group will play a match against the number 2 of the other group. The winners of these matches will play the FINAL.
The fairest team shall win the Henk Zevenberg Cup (Fair Play Cup).
The Tournament Matches
6) Matches in the first round shall be played in two halves of 20 minutes. Matches in the second round, except for the final shall, be played in two halves of 20 minutes. The final shall be played in two halves of 30 minutes. The Final shall have a 5 minute interval between halves. Matches other than the Final shall have no interval.
7) In the event of any team arriving late to start a match, the Tournament Committee will have the possibility to set the score at 0-1 in favour of the opposing team. Should the delay be more than 5 minutes, the score shall be set at 0-2 in favour of the opposing team. In the event that further delay is experienced or a team does not show, the match score shall be set at 0-3 in favour of the opposing team, who gains 3 match points and further play in the match will be cancelled.
8) Normal substitution regulations shall apply throughout the tournament: up to 5 players, including the goalkeeper may be substituted per match. Substitution-players may be used in each match with the permission of the referee in charge.
9) In the event of the team-colours being identical or similar, the team listed first in the programme is to change its kit. The referee will decide in dubious situations.
10) There will be a toss before each match. The winner of the toss is to choose the direction of play, the loser will kick off.
11) The winning team of each match shall be gain 3 points, drawn matches gain 1 point for each team. A lost match gains no points.
12) In the first round the winner of a group is the team with most match points. The remaining order in the group will also be decided by the number of match points. If two or more teams are equal on points after all matches in the group have been completed, the following criteria, in the order given, will determine the rankings:
A) Higher number of points obtained in match(es) between the teams concerned
B) Goal difference in matches between the teams concerned
C) Higher number of goals scored in matches between the teams concerned
D) Goal difference in all group matches
E) Higher number of goals scored in all group matches
F) Higher number of points for the Henk Zevenberg Cup
G) Drawing of lots by the Tournament Committee in presence of the team captains with exception of the following:
13) In case of a draw in the matches played in the second round, all these matches will be decided by taking penalties according to the KNVB rules, whereby the winner is decided by the result of a serie of 5 penalties. Where scores are equal after 5 penalties, alternate penalties shall be taken until one team has scored more penalties from the same number of attempts (Sudden death).
Team and Player Discipline
14) Each team has to fill in a form, showing the following data of the players:
- surname
- first name
- date of birth (day, month, year)
- the number on the back of the players’ shirt
The form has to be delivered at the Tournament Committee before the first match.
There is no limitation to the number of players, mentioned on this list.
15) During all matches players must wear the number indicated on the official form, which was delivered at the Tournament Committee.
16) The captain of a team shall wear an armband.
17) The system of yellow and red cards will be used during the tournament.
18) Any player receiving 2 yellow cards in different matches, will be excluded from the match following the one in which he receives his second yellow card.
19) Any player receiving 2 yellow cards in any one match shall leave the field immediately and will be excluded from the team's next match.
20) Any player receiving directly a red card shall leave the field immediately and shall not play in the next and subject to the decision of the Disciplinary Committee, subsequent matches.
21) During the tournament, a Disciplinary Committee will be present. This Committee will determine the sentence resulting from yellow-and red cards and other irregularities. Protests against this sentence are not allowed.
22) All officials and players participating in the tournament are to arrange their own health and accident insurance for the duration of their stay in Holland.
23) The UEFA/FIFA will judge for claims from the organization when a team does not show up.
24) All television and radio rights rest with the organisation
